Burbank is named for Dr. David Burbank, a Los Angeles dentist who in 1867 bought more than 4,000 acres from Jonathan R. Scott and 4,600 acres of Rancho La Providencia for a sheep ranch. In 1887 he sold his holdings to the Providencia Land, Water and Development Company, and the town named for him came into being on May 1, 1887.

Voters approved incorporation 80 to 51 on July 8, 1911, when the village had about 500 residents. The current City Charter took effect on January 13, 1927.

Today Burbank is known as the Media Capital of the World, home to more than 1,000 media and entertainment companies. The City names Walt Disney Studios, Warner Bros., Cartoon Network, Netflix and Nickelodeon as examples. There is no city income tax.

Five City Council members are elected citywide. The City Clerk and City Treasurer are elected too. The Council chooses a Mayor and Vice Mayor from among its members each year and appoints the City Manager and City Attorney. Meet the Council and departments.

On property you own or rent (your shop, your parking lot). The City's Special Event Process applies when the event can affect the street or sidewalk next to it, for example more traffic, more parking demand or a line on the sidewalk. A car show or a giveaway that draws a crowd can do that, so call the Business Concierge and ask. For food or drinks given away or sold to the public, the City's form points organizers to LA County's community event permit and names no exception for private property, so ask the County. The Police and Fire Departments decide whether they need to be involved.

On a street, sidewalk or alley. Use the Special Event Process with a traffic plan; Public Works issues the street permits.

In a City park. Book it directly with Parks and Recreation (a permit is needed for 25 or more people). It avoids closing a street, which is often simpler and cheaper.

1. Decide where it will be. Your own property, a street or sidewalk, or a City park (see above).
2. Check the deadlines. Count back from your event day (see the deadlines below). The City asks for the intake form 90 days ahead.
3. Call the free Business Concierge. (818) 238-5180 or econdev@burbankca.gov. Describe the event and ask whether it needs the Special Event Process and which permits apply.
4. Fill in the Special Event Intake Form (not needed for an event entirely inside a City park, which Parks and Recreation books). Download the form (fillable PDF), attach a site plan (where cars, booths, tents, restrooms, trash and exits will be) and a traffic plan if a street will close, and email it to econdev@burbankca.gov. There is no fee to submit, and it does not reserve a date.
5. Apply for the permits the City asks for. Each department charges its own fees under the Burbank Fee Resolution: check by mail, or check or card in person. No payments by phone.
6. Get insurance. The City asks for a certificate of insurance and an endorsement naming the City of Burbank as additional insured with its permits (see Insurance below); on your own property, ask your insurer what the event needs.
7. Food and drinks. Serving or giving away food or drinks needs the LA County Community Event Organizer permit, and every food booth or truck its own County permit; alcohol needs a nonprofit's ABC daily license or a licensed caterer.
8. Safety. Police decide whether an off duty officer is needed (you pay); Fire decides whether an inspection is needed. Tents, canopies, open flames and generators can need Fire permits.
9. Tell nearby businesses. The City requires it, in advance, for events in its Special Event Process, and it is a good idea for any event. Events over 1,000 people and street closures longer than one block need a meeting with the City before the event.
10. Plan the day. Volunteers, signs, restrooms, trash, first aid, parking and a weather plan (see the checklist below).

• 90 days before: the City's Special Event Intake Form.
• 3 months to 2 weeks before: booking a City park.
• 90 to 5 days before: a licensed caterer serving alcohol applies to ABC for your event (online; or on form ABC-218 at least 3 days before).
• 30 days before: the LA County food permit; within 14 days of the event the County adds a late fee (25% of the permit fee or $50, whichever is greater).
• 30 to 10 days before: ABC must receive a daily alcohol license application (nonprofits only).
• 48 business hours before, at the least: Fire Department permits such as tents and open flame.

Tell Robbie your event date and he will count the dates for you, or fill in the City form with Robbie: he asks the questions a few at a time, fills in the official PDF on your device, and makes a checklist with your dates and a calendar file.

• LA County Public Health, community events. Food or drinks sold or given away.

• Banner Application and Permit (Public Works, PDF). A banner across a City street for a charity or benefit event.
• Every City of Burbank permit (index).

Food. The City's form says anyone who organizes a community event that sells or gives away food or drinks to the public needs a Community Event Organizer permit from LA County Public Health, and it names no exception for private property; the County decides, so ask it. Apply 30 days before; within 14 days the County adds a late fee. Every food booth, food truck and food cart needs its own County health permit, posted where it serves, and trucks and carts with a current LA County permit can join when you approve and list them. Food made or kept in a home kitchen cannot be sold or given away to the public, except from a registered cottage food operation. A private event for invited guests only does not need the permit; an advertised event counts as public. Vendors who sell register for the City business tax.

Alcohol. There are two ways. A business or a person hires a licensed caterer, bar or restaurant that holds an ABC caterer's permit (Type 58); the caterer applies to ABC for your event, online 90 to 5 days before or on form ABC-218 at least 3 days before. At a private party where nothing is sold, the host buys the alcohol and a hired bartender is paid for the service only. A nonprofit can instead apply for the ABC daily license, which is for nonprofit organizations only (a business does not qualify): $50 a day for beer and wine, $75 for general, $100 for a special temporary license, by cashier's check or money order. ABC must receive form ABC-221, signed by the property owner, 30 to 10 days before the event. Police approval may be required.

Plan food and drinks with Robbie

Events on City property or the public right of way need commercial general liability insurance, with an endorsement naming the City as additional insured and at least 10 days' notice of cancellation. The City's form prints the minimum as "$2,000,00", which looks like a typo for $2,000,000: ask the City to confirm the amount for your permits.

Public Works permits ask for a certificate with at least $1,000,000 aggregate general liability (holder: City of Burbank, Public Works Department, P.O. Box 6459, Burbank, CA 91510-6459) and an additional insured endorsement (the City Attorney's form, CG 20 12 or CG 20 26). An insurance agent can issue a one day event policy.

• People: one lead organizer, a 24/7 contact, volunteers with clear jobs, and one person in charge of safety who calls 911 in an emergency.
• Site plan: entrances and exits, an accessible path for wheelchairs and strollers, restrooms and handwashing, trash and recycling, a first aid spot.
• Before the day: confirm every permit and the insurance certificate, keep printed copies on site, and plan for rain or wind; in winter it gets dark early, so plan lighting.
• Property and music: if you rent the property, get the owner's written OK. A DJ or recorded music in public can need music licenses (ASCAP, BMI and others); ask your DJ.
• Storm drains: keep oil, wash water and trash out of the drains and the street.
• Car show: an entry form and liability waiver for each show car, a placement map with room to walk, a marshal at the entrance so people stay clear of moving cars, engines off once parked, fire extinguishers on hand, tents well away from parked cars (ask Fire about the spacing), no revving near people.
• Toy drive: ask your partner organization what it accepts (often new, unwrapped toys and the ages it serves), set drop off times, use labeled boxes, store the toys safely and count them together at the hand off. The nonprofit gives donation receipts; do not promise donors a tax deduction yourself.

Stough Canyon and Wildwood Canyon trails are open sunrise to sunset and close in extreme heat. Hiking and mountain biking are allowed on the fire roads; smaller trails are for hiking only. There is no water on the trail.

Downtown Burbank is a mixed-use urban neighborhood featuring more than 600 shops, restaurants and businesses. Situated in the heart of the entertainment industry, the area is renowned for its dynamic street scene, outdoor dining, and pedestrian orientation.

Shopping and dining destinations include North America’s largest IKEA, the Burbank Town Center and the AMC theatres, with “Dinner & A Movie” pairings from local restaurants.

The district spans more than 35 blocks centered on San Fernando Blvd, from Burbank Boulevard to Alameda Avenue, bounded by Glenoaks Boulevard and Front Street — entirely walkable, with plenty of bike parking and public transit connections. It is managed by the Downtown Burbank Partnership, a California nonprofit mutual benefit corporation.

The Downtown Burbank Property Based Business Improvement District (PBID), governed by the nonprofit Downtown Burbank Partnership, was formed in 2003 as part of the City of Burbank's efforts to revitalize Downtown — and renewed in 2018 for a new 10-year life beginning January 1, 2019. You NEED a permit for: New buildings or structures, additions (rooms, second floors, ADUs), interior remodels (walls, layout changes), electrical upgrades (panels, rewiring), plumbing (re-piping, sewer, fixture changes beyond simple swaps), HVAC installs or replacements, roof replacements (depending on scope), commercial signage, and demolition (partial or full).

Exempt work (single-family, per the City’s 2025 handout): one-story detached sheds or playhouses up to 120 sq ft that meet setbacks and have no utilities, fences up to 7 ft, retaining walls up to 4 ft, painting, papering, tiling, carpeting, cabinets and countertops, small above-ground pools, small window awnings and playground equipment.

Still needs a permit: reroofing, electrical outlets, fixtures and panels, and plumbing fixtures are all Tier 1 permits. Exempt electrical work is limited to minor repairs like replacing lamps. Exempt work must still meet zoning rules such as setbacks.

The City does not publish an overall plan check time, so ask Building & Safety for current turnaround. Preapproved ADU plans (BPAP) aim for permits in about 30 days.

What slows this down: Incomplete drawings, poor coordination between architect and engineer, ignoring zoning early, and weak resubmittals.

You receive your permit after all departments approve, all corrections are resolved, and fees are fully paid.

Important: permits can expire. Extension or reinstatement requests are reviewed every Wednesday, so ask Building & Safety before yours lapses.

Typical inspection stages: Foundation, framing, electrical, plumbing, HVAC, and final inspection. Work must follow these stages — you cannot proceed freely.

Scheduling: request inspections in Burbank Online Permits at least one day ahead (up to three days ahead, no weekends or holidays) using your nine-digit permit number starting with BS. On the day, call (818) 238-5220 between 7:00 and 7:45 a.m. to confirm a time.

Construction hours: Mon–Fri 7:00 a.m.–7:00 p.m., Sat 8:00 a.m.–5:00 p.m.; no work on Sundays or City holidays (owner-builders doing their own work may work 8:00 a.m.–5:00 p.m. on those days).

Key rule: Failing an inspection means stop work until corrections are made and the inspection is passed.
